This a modern style pig feeding facility. There are 2 triggers by the "control panel" in the office. There is one to remove all the fences inside, and a 2nd trigger to actuate the fans. The feed silos can be filled via Belt.

Im playing on the new panhandle map but not able to do anything with the hog confinements I bought the land that they're on but there's no triggers no doors can be opened no nothing and I play on PC
Sounds like you have a mod conflic of some sort. When you buy the land they should work.
